In India,people pay taxes 2 the govt. which it uses for the welfare of the citizens.How is this not communism?

Cant we say this is similar to China were everyone earns and shares it among each other equally.I mean this is what is supposed to happen ideally but you do also have corruption.But ignoring that,is'nt the system as such communist? If not,how can you say so?

The same policy is in effect in the United States and pretty much every other 2nd and 1st world country in the world.

Welfare is a Leftist policy.
