FEMA is telling flood victims to stay off their grass for 3 weeks, not to even let their animals on it....Will there be any long term effects on the soil?

There shouldn't be too much of an effect.  It floods around here every year, this year it's just really bad!  Once the water goes down and it rains a few times the soil should be just fine, just a little saturated.

yes becuase the water that was on the grass was full of raw sewe,farm chemicals,and farm wastes... so yeah your grass prolly will have a stinky smell to it but it will go away
