In Italy, does a 15 month old child need a ticket for the trains (Eurostar and Intercity trains)?

According to the trenitalia website, children's tickets are for kids 12 and under. Their special rates for kids are listed as 4 and up. I have a 15 month old son who will be riding in my lap from Rome to Florence. Does he need a ticket?
