Question:

In Japan, where I can file a complain about my noisy neighbors?

I live in Tohoku in a small 4 room building and my japanese neighbors are noisy and dirty.

This s#u&id guys bang their doors at midnight and their crooked leg girlfriends wake me at 3:00 AM with their laughs. I have asked them the most politely way to be quiet, also I went to complain with the fudosan but they continue the same.

Can I go to the police and file a complain? or I better buy my violin and start to practice at night as a revenge.

I will love to move but here the renting another new place will cost me a lot of money...

I cannot believe japanese are so dirty, macho and urusai.

  2. You cannot take noise case to police. It's civil matter in Japan, not criminal.

    Then what can you do?

    As a Japanese man, I have had the same problem several times. I tell you what I did.

    1, Complain to the people again and again and again, every day. If your complaint did not work, you should do it many times until it works.

    2, If those people are young, call your fudosan and ask them to complain to their PARENTS.  Young people must have parents. So we can ask fudosan to complain to parents.

  3. I live in Japan too and have the same problem at times. You can call the police if the noise is from music or a loud television but if it is from laughing then you have a problem with the thickness of the walls (which is quite often the problem). The solution I used in my last place was ear plugs as they did the job and there is little else you can do. You can't complain to anyone for people closing doors or laughing too loud as they don't really count as noise pollution.

  4. In a case like this, the polite way is the least effective way. I would suggest threatening them by kicking the wall when they make noise and shouting "teme-e, kubi no nekko heshi-otte yaruzo!" That's what I would do were I in your shoes and what i actually did in the past.

    Anyway I would guess filing a complaint would cost much more than just relocating, both financially and in terms of your time and energy.

  5. Civil retaliation will get you nowhere, and in the unlikely event that the other party knows the law better than you, you could end up in legal trouble.

    Tohoku is a relatively peaceful part of the country. I think the police will feel useful responding to residential noise complaints. You found complaining to the landlord ineffectual, so it's valid to resort to police. Contempt of police against neighborhood noise complaint is actually a misdemeanor of up to a 30-day jail term or 10,000 yen fine.

    The extent of how helpful the police are probably depends on how busy they are. It's likely they'll respond better than Tokyo police, thus.
