In MGS2, why did Ocelot steal Metal Gear RAY?

why does it say in a part of the game that mg ray was a thorn on the patriots side if they even used it to protect arsenal gear? was that why the stole ray? sis the patriots steal arsenal gear from the navy or was it developing it for the patriots? and were the marines out of control by the patriots for creating opposition to arsenal gear?

hmm...i dont fully understand ur question....but heres how it goes....

the marines are about to release Metal Gear Ray: the anti Metal Gear

Ocelot stole it becasue of some reasons (in MGS4)....

Arsenal gear is Solidus's machine thingy to take out the Patriots, and there are like 24 or so Rays protecting Arsenal.

So Ocelot didnt do it for the patriots, but for solidus
