In MGS4 im told ill get some old items and DP back when i first speak to otacon but it never happens why?

i've just read it on a few sites and i never get any old stuff back, is there a regional difference?

no, there's no regional difference.

Do like this...save your game once you finish at any level (after the credits roll). Now, go to the Main Menu - Load Game - Load the last saved game and you will be directed to Main Menu again where you need to select the difficulty.

Start playing and after the cutscene where you meet up with MkII, you will get all your weapons and DP points back.
