In Mexico there are rules but people tend to ignore them. For the most part you can do whatever you want as long as you're not hurting someone else or causing damage.

As for betting on Bullfights, how does that work? Doesn't the bull always lose?

Betting is forbidden in Mexico, the only places "legal" to be are "casinos" which are not big nor amazing, they are barely starting to develop them selves . One popular "casino" that takes sports bets is called "caliente" perhaps you can try them.

there are people making bets at baseball games man i think in a city called Mexicali bettings are made not tat many people follow the rules people try to sell you illigel burned movie and they do it on the border in front of cops i go to mex every week

They have places you can bet on dog races and bull fights. I used to go all the time.
