  1. if it owned by someone yes you have to pay rent if not bought  then you can buy it .the card just get you  around the board it still don't change the rules on rent and payments .

    If you land on a property these conditions go off.

    1.  If it is unowned you must either pay for it or put it up for auction (though few play with the auction rules.)

    2.  If it is owned by you, nothing happens.

    3.  If someone else owns the property, and it is not currently mortgaged, you have to pay the rent.

    The rules don't say anything at all about what caused you to land on the property, its as long as you land on it.

  11. If the space is owned by someone, then you have to pay them the amount for rent.  But if it isn't owned by anyone, you don't have to pay.  The choice is then yours about whether or not you want to buy the space or to just keep going with the game and leave the space up for someone else.
