In Nacy Farmer's The House of the Scorpion, what country is San Luis in, the one Matt wants to go to; Mex./Us?

I haven't read the book, but I tried to google up an answer... I see from reviews that the book takes place in Southern California and Mexico.

Then when I googled San Luis, I found out there's one in California and one in Mexico.  When I mapped them, the one in Mexico appears to be southern Mexico, so I'm going to guess the one in California.  (Obispo County)
