In Need For Speed Carbon, I Sometimes See Sgt. Cross From 'Most Wanted' Chasing Me In Level 5 Pursuits - Why?

Well basically, i'm wondering why he is still chasing me even though he shouldn't be anymore. If anyone understands this question, please help.

he does appear because if you have played most wanted, then in the end there is a pursuit and cross fails to catch you, so he gets fired from rockport pd, so he comes to palmont and have revenge, even though he is  a bounty hunter i think palmont hired him and he got payed for his services on catching street racers
