In New York, why must you have to wear a seat belt in the back seat unless you are 16 and over?

I checked in another state yet i can't find out why in New York's Laws?

Seat belts in the back are primarily made for the safety of children specially babies while travelling long distances.  Because of a lot of accidents where mostly children  at the back seats are injured, the city government have passed it as a law that minors riding at the rear portion of any vehicle should wear seatbelts.

  5. Probably lobbying by someone!  They wanted to make seat belts mandatory in all seats but people resisted but they were able to get the rule for minors in as a lot of children are hurt in the back of cars.  You should always wear seat belts in all positions in the car because the damage caused by you hitting someone in the front seat will be significant.
