In Ontario, Canada is it unlawfull to "move" a car or van on the public roadway by using another vehicle?

With a disabled engine with Power Steering, though the wheel can turn with the key in "on" position. Firstly, who would be stopped by Police and Secondly, Is there a fine for "Pushing" from behind for the second Driver to a shop if u can't afford a Tow Truck a short distance.?
