In Pacquiao-Márquez II, why wasn't Pacquiao deducted a point for the accidental headbutt?

The fight was under WBC rules, and the cut was clearly caused by an accidental headbutt. Why wasn't the Pac-man deducted a point?

  4. A ref does not usually take a point if it was clearly an accident, even if it happens a few times, if the ref can see that it is not intentional he usually (if hes a good ref) wont take a point.

    The WBC gives the referee the discretion to deduct a point from the uncut fighter in the case of an accidental head butt.

    1.  It is at the discretion of the ref, he is under no circumstance obligated to deduct a point for an unintentional clash of heads, though he is allowed to do so by Rule 32 B of the WBC fight rules.

    2.  The fight took place at Manadalay Bay (I think) in Vegas... but at any rate the fight took place in the US, and the rule does not apply in the USA

  6. Read your question carefully and underlined "ACCIDENTAL HEADBUTT". You can not deduct a point from any fighter regardless of the severity of the cut if it is an accidental headbutt.
