In Pokemon Diamond, what's the best way to train a Pichu?

I'd like to get a Raichu with relatively good set of stats but I'm not quite sure how to do it? Do I have to evolve my Pichu to Pikachu right away or is it okay if I let it evolve later? Also, what traits are best for an electric pokemon?

you have to punch him at least once an hour (really hard) so he gets used to pain. never feed him.. food is for the week.. and about once a week have a knife fight with him cause scars make them look mean and it scares other pokemon.

apart from that make sure the other pokemon bully him too so he gets angry.

train it with exp share at the pokemon league till its about lvl 30 then train it in water areas
