You obtain the Master Ball after engaging with the Galactic Boss towards the end of the game. You find him in the Galactic HQ in Veilstone City. The information below is all about battling him.

The Galactic's boss first Pokémon is a Murkrow, and it is probably the

most difficult to beat. Being that it is a Dark/Flying type, you will not be

able to cause super-effective damage against it using Fighting-type attacks.

Instead, you should probably focus on hitting its Flying subtype. In effect,

these are Rock, Electric and Ice-type attacks. My personal recommendation for

this battle is using a Rock-type if you have one; Rock Pokémon usually have high

Physical Defense, and three quarters of Murkrow's attacks are Physical-type,

with Wing Attack and Drill Peck also only causing 0.5x damage. If you can get by

these (even if using Electric or Ice) you can usually win the match, so long as

Murkrow does not spam its trump card, Night Shade (a Ghost-type attack that

causes damage to you equal to your level) and outlast you in a battle of

attrition.

After that, it is quite relatively simply to win. Golbat usually falls

within two hits to anything it is weak to (Ice, Electric, Psychic or Rock) and

Bite usually cannot kill a Psychic-type in one hit unless you are severely

underlevelled. In the same vein, Sneasel falls quickly to a Fighting-type

attack, being 4x weak to Fighting attacks (6x if it is a STABed attack).

After, you shall obtain the Master Ball. Follow him and enter the warp

portal, then go down the long hallway east and north to come into a chamber.

Here, you shall face off against Commander Saturn again.
