In Pokemon Diamond and Pearl, What does the Power Bracer Mean by lowers speed?

Does it mean that when you level up, you wont get as much gain in the speed stat, or does it just mean you will be slower in battle, and have normal speed stat gain? (Like the lagging tail and Iron ball does)

I means you'll be slower than normal in battle. However, when you level up, you will get normal speed gains.

it lowers it for battle, not permanently. it does something to the EVs of your pokemon, i think it gives you an extra 4  in attack for every poke you beat.

You'll be slower in battle and have normal speed stat gain.  When you level up, your speed stat gains normally.
