  1. Having been a police officer for 25 years I never heard that used in police language. Sorry........................


  2. The term "short change" or "short change over" are the same thing.  It means getting off a regular shift, such as afternoons 3 pm to 11 pm, and then having to double back or come back to work on the next shift,  such as days 7 am to 3 pm.  Basically, if you have 8 hours or less off between scheduled shifts.
