In Risk 2210AD can troops be deployed directly onto any moon territories you own?

In the beginning of your turn when your collect MODs, which you earn for territories and continent bonuses, can you deploy/place them on any moon territories that you own? Does your Lunar Commander have to be alive?

I assumed you can't because although the rule book is vague about it, it says that the only way you can get MODs to the moon is through a space station. That lead me to believe that you had to deploy them on earth on a space station then fortify-move them up later. This became a problem when I eliminated all of a players earth units and he only had stuff on the moon. How would he earn MODs?

  1. Yes, the MODs you get during the "Collect and Deploy MODs and Energy" phase can be placed in any territory that you currently control, including lunar territories.

    The reference to space stations that you are mentioning involves moving invading MODs from Earth to the Moon during the "Invading Territories" phase of your turn or as a link for moving MODs to/from the Moon in the "Fortify Position" phase of your turn.

    A Space Commander is required if you want to use lunar based MODs to attack (either another lunar territory or to use an "Earth Invastion" command card) in the "Invading Territories" phase.  A Space Commander is NOT required to defend a lunar territory or to move MODs to/from the Moon during the "Fortify Position" phase.
