  1. depends on the odds.

  2. Each no. pays 35/1, so $35m.

If you spread the chips over the table with your 100 chips, there are 37 nos (including 0 and 00 in U.S. roulette), so you would have 2 or 3 chips on all nos.  The liklihood is you would hit a no with 3 chips, and win $1,050,000 i.e. a profit of $50,000.  If a 2 chip no hit you would lose $300,000.

  3. First off, there are only a handful of places that would take that kind of bet.  All tables have an upper limit, so to bet a million dollars, you'd have to negotiate that kind of action in most places.

But the answer to your question depends on what you bet on.  If you bet a million on black and it came up, you would win a million, and get your million back.

If you bet a million on black 17 and it came up, you'd win $35,000,000 and your bet back.

If you were betting with $10,000 chips, a million dollars would be 100 chips, which is a pretty big stack on a roulette table.

I'm not really sure how the denomination of the chips is relevent to the question though.
