I was about to buy over a small enrichment tuition centre located in the HDB shop house in Singapore, as I was told by the owner that no registration with MOE is required. However, when I called up MOE, I was told that all such businesses have to be registered with MOE or face prosecution when found to be operating 'illegally'.
If that is the case, 80% of such centres in the HDB neighourhood are all 'illegal'. If so, why is MOE not doing anything about it?
How can small businesses like these survive if they have to go through the big scale of MOE registration, which requires the formation of a school committee and more?
