In South Park in the episode Fourth Grade (4th season), how did they get away with this?

How on earth did they get away with showing Ms. Choksondik's nipples out of the bottom of her shirt??? I know they've done a lot of crazy things, but this one still baffles me.

Comedy Central gets a fine by the fcc for it but probably matt stone and trey parker paid for the fine. Thats also why comedy central shows unrated movies and episode at 1 oclock because fines for showing nudity as well as profanity are alot smaller. after the episode aired, they went to a syndicated version that left the nipples out

But it comes on late a night..although

I always change the channel unless I know it's
