In States like Florida, that have many hurricanes, why the phones and energy wires are not underground?

  1. They are underground in some of the nicer neighborhoods but the wires are close to the surface and can be washed out if there is a flood. The reason more of them aren't put underground is due to the high ground water levels and the sandy soil in most of Florida. That's why Disneyworld is one story above ground and houses don't have basements.


  2. I would imagine it makes them harder to work on, and more prone to be dug into during trenching or road construction projects, etc.  I know some electric utilities go underground at the neighborhood levels.
