Electricity, could stop the tributary water from the river Grijalva close to the dams before Peñitas (which is petty 46 million cubic meters), as are Netzahualcoyotl, chicoasen and angostura dams with large capacity (La Angostura has 20,150 million cubic meters of water, of Netzahualcóyotl 12,960 million and the Chicoasén 11,883 million), and so they had not had to open the Peñitas, but chose to open Peñitas with spill 2000mts3 by sec. And inundate an area greater than 10000kms2 in Tabasco with all its consequences for failing to stop producing electricity but the Tabasco them destroyed its economy, agriculture, health, homes are a million homeless and many deaths, do you think it is a irresponsible act of Federal Electricity Commission CFE massacre over for a state not stop producing electricity? Ofcourse there should be an investigation.  Obviously the firm in charge of this project was very shortsighted.  Sadly though I doubt anything will happen as the mexican govt is easily bribed, and many mexicans are to poor and under-educated to combat the responsible individuals

Though government complicity may have contributed to the tragedy, such an event in Mexico is an internal matter, not subject to international oversight.
