  1. Answer is D. Special Sessions. The Texas Governor may call a special session of the State House of Representatives  and State Senate at any time on any issue he chooses.

    The Governor may appoint officials , but he must have the approval of the State Senate.

    The Legislature may cause the removal of an official when deemed necessary and does not need approval from the Governor.

    The State Budget is also generated from the Legislature. The Governor may request items in the budget and make recommendations, but the Legislature and the State Comptroller has the final word.
