Clubs are generally 19+ but some are not that concerned as long as you look close.

I like a little punk at home but not really my typical choice for clubbing so I can't recommend anything for personal experience. Generally the punk scene seems to be based on Queen St. Places like Bovine s*x Club, The Horseshoe, The Opera House, 360, and Rivoli. I also think Lee's Palace on Bloor has some punk nights.
