Yes, but you do have to call one of the colors of the game.

I would say that it is legal. Noone has the right to tell you what color you pick, and if you believe you have an advantage by choosing a color, then it should not matter whether you have a card of that color or not. And by the way: if you only have draw 4-cards on your hand, then you have no choice but to call a color that you don't have.
