In X-MEN 3 The Last Stand, The big blue guy called Hank(THE SECRETARY OF STATE)?

Who is he? Was he in any of the previous X-MEN because I've never seen him? The other mutants seem to know him.

Hank McCoy (aka Beast - played by Kelsey Grammer) was not in the previous X-Men movies, though he is one of the original X-Men from the comics (though when he first appeared back in the 60's, he wasn't a big blue furry guy, but a just hairy beastly man - with a superb intellect). As well as being fiercely strong in a fight, he was the team's scientist. In the movies, the X-Men know him because he used to be one of them, part of the team, then later moved onto politics, where he could best serve the interests of Xavier's mutant community by being politically active, and showing the world that a mutant can contribute beneficially to society.

Beast does make a quick cameo appearance in one of the first two X-Men movies, as a computer file showing names of different mutants appears on the screen, and his name and a picture show up.
