  1. The neurologists and cognitive scientists are in hot debate.

  2. well i believe that our inner voice which is our conscience tells us what is good and what is wrong. thats how we reason out and make our judgements, we either choose what is good or what is not.

  3. We always make judgement based on the totality, ONLY, of our experience.

Think of judgements as evolutionary thoughts. The more you experience the wider your judgement capacity is.

But it's not necessarily a wise man who judges wisely because he has many experiences.

Think of judgements as a tree. Fisrt comes the seed or experience. Then comes the growth of that seed or awareness of that experience. Then comes the trunk of the tree's growth or the structure of the knowledge of that experience. Then come the branches or the ability to compare your own experiences against each other. Then comes the leaves or the formulation of a judgement about your experiences. Then comes the awareness of other trees and your ability to compare your judgements against or with others. Then comes the forest fire and the experience of why did I survive the trouble I've been in. Then comes the formulation of how to survive future fires by examining how we survived the fire. Etc...

This isn't a perfect analogy, but a way to start to conceptualize judgements. Use any concept/analogy of your own that helps you materialize the growth of judgement. You're completely on the right track as far as the evolutionary concept of judgements.
