In a congressional system are representatives loyal?

in order to gain acclaim,

in order to stay in office,

in order to make money,

in order to get hookers

They are mostly loyal to their party.  If their constituents really don't like soemthing, they may diverge from it but it is not in their long-term interest to be incosistent a s a legislator.  It's a lot of give and take, t*t for tat kind of a thing.
