  2. Well if you mean share power between the 2 countries that's easy, Canada does what Britain says when it comes to war and is forced to follow us in every other matter.

    But really though it means every state has a great deal of autonomy in it's affairs. This is especially true in the US where the country was founded by 13 separate colonies who were wary of the prospect of a powerful federal government and in essence were each their own country from the revolution until the constitution came into effect. The 10th amendment to the bill of rights lays out the point that any powers not specfically delegated to the federal government shall be assumed to be in control of each state.
