In a game of World Championship pool, what would officials do if these situations occurred?

1) The 8-Ball is struck and it rests less than a millimeter away from sinking, right in front of a whole. It stops, but just before the other player shoots it falls in.

2) 8-Ball is sunk on the break.

3) When shooting, a player accidentally brushes his forearm against one or more balls on the table, causing them to move slightly.

    But # 3 is a little off "if" I read it right That would be just a table foul and after the ref replaces the touched ball play would resume you would not lose your turn-But if the touched ball was a factor in the actual shot( a ball being banked and it touched your sleeve or whatever on its way to a pocket then that would be a foul

  2. 1.  If it is stopped for at least five seconds, the 8 ball would be put back as close to its original position as possible where it stopped.  This holds true for any ball.  (Rule 1.7; see first link)

    2.  The breaker has the choice of spotting the 8 ball and to continue shooting from where the balls end up, or to re-break.  This option goes to the opponent if the breaker sinks the 8 ball and scratches on the break. (Rule 3.3 e and f; see second link)

    3.  It is a foul and the opponent gets ball in hand.  (Rule 6.6, click around)

    Hey Johnny, Rule 3.9 states that if a shooter commits a foul, play passes to his opponent.  I assume World Championships would play by these rules.  But there are some tournaments that play cue ball only fouls, in which case you'd be right.  A lot of tournaments change the rules around a bit, you just have to know what you're dealing with when you go in.
