In a game of texas hold 'em poker, can I fold without making a bet?

yes, in texas holdem w/no antes, only the small and big blind are required to put money in the pot.  All remaining players may opt to fold their hands without committing any chips

As long as you are not the Big or Small blind.  If you are the small blind you may still fold with only surrendering half of the table min.  This is wise to do at least once to make other players think...

Yes you are correct, the only reason you will be forced to put in money is when you are small or big blind, other than that you can fold.

If you are not placed in big/small blind,

you can fold without placing any bet.

By folding, you declare that you have a bad hand that doesn't worh the money to see the next card/s.
