In an event why can't more than 2 ppl in the same countries be entered ?

i mean its a bit out of order is china has 5 top gymnast that qualifies into the final but only 2 get through

They have to limit it somehow, otherwise there would be too many competitors in the finals or some countries wouldn't be able to send anyone.

I think that 3 might be a better limit since there are 3 medals. So if a country really does have the top 3 athletes in the world, they will get the 3 medals. But I guess if each country sent 3, the events would take too long.
