  1. very rare - the expat community tends be way beyond the young binge drinking stage

  2. No. Getting mindlessly drunk in France is unusual, therefore the number of pubs/clubs which would tolerate a group of people getting boisterously drunk is far lower than it is in the UK. Student venues, where drunkenness is more common, use volunteer first aid services (which tend to be very well equipped). The emergency services are only called where people need urgent hospitalisation (despite your remarks this is not that common in the UK - the problem is that even people who are just sick/sleepy get an ambulance because there are no other services/facilities).

Given that expats tend to be older than the age which typically indulges in going out to get drunk, in general expats fit in with French cultural norms.

  3. Stephane said it all. In France it is more likely that the police will pick up drunk tourists than drunk expats. The emergency service intervenes only if the person hurt himself or is unconscious as alcoholic coma needs to be medically treated.

  4. ambulance services are private - their main job is the transport of sick people between hospitals or home to hospital - they are not an "emergency service" and do not pick drunken meat on public roads -

Firemen and doctors have created for years the "SAMU" which intervenes on public road - but picking drunken meat on public roads on saturday night is not that typical in France, and english people in France belong to generations which find their pleasure in more usual activities -

police could help in some cases drozy people by carrying them to their quarters in order to lock the meat in and let it emerge back to  normal feelings.

To be obviously drunken in France, and loose one's dignity is not a must at all - I hope we remain this way as long as possible -
