  2. There is no requirement for onsite property management whatsoever.  That's something you need to check BEFORE you sign a lease and agree to live there.

No. I would say if the complex is big, the LL may get an on-site manager just to easy to manage the place.  If the complex is small (only few units), many LL may just act as the manager himself.  You should check in the contract that who and where you should contact (with a phone number) when problems come up.

  6. Yes, but It has to be bigger than a certain size which I believe is 16 units.

  7. California law requires that apartment complexes that are 16 units and above must have a residential manager that reside on the property itself.

    So if you reside in a complex with less than 16 units the owner is not required to have a residential manager.

  8. Buildings of a certain size must have a resident manager, however the law is rather unclear as to what qualifies as a resident manager,  often its just a person that gets discounted rent, has "manager" on the door, and assists in some light management duties.
