It is not part of any regional dialect that I know, but I have heard the term used verbally quite often  Pretty sure this is actually meant as an insult and is possibly derived from scuzzy which means dirty, unwashed or smelly, which my friend used frequently when speaking to her dog. A scuz would therefore be an unwashed, smelly person.

    I have looked up scuzzy where it is listed as 1. dirty,sordid 2.disgusting, disreputable.  Derivation is probably from disgusting with influence from scum and fuzz. So there you have it
