no. that would be deemed an illegal ball/bowl. the legal angle from which a bowler can bowl is 15 degrees above the shoulder. the last time that an underarm technique was used was in te 1980's.

Refer to recently played T20 match of Pak vs BD, Karachi, where Sohail Tanvir bowled a delivery which was apparently above the waist height, and hit the top of stumps, on the full, it was Out!
