In dynasty/samurai warriors, having an empire expansion means it has an character editor?

We'll i'm planning to buy a whole set of samurai/dynasty warriors coz i just recently played samurai warriors 2 empires and seems really addicted to it but i kinda don't like the series that you can't edit a character on there.... So could you tell me if an empire expansion means it has an new officer or create a character feature? or is their any other game that has a create a character feature that has is not an empire expansion?

yes empire expansion is the one with new officer mode... I like it too and i all have it and wait until empire expansion is out...
