18 unless the doctors told u to then u didnt have to be 18

Not sure about the 1940's, I grew up in the 50's and it was always 18.  Of course you could put a quarter in a machine and there you go.  So I am guessing 18 for the US.  With what Europe was going through in the 1940's I can't give a good guess, other than it seems it was always an adult activity.
