I would use the word regions rather than countries.  It is used where alternative energy supplies are not viable.  

E.G.:   Ontario has a lot of energy but also a huge residential and commercial load to service.  Since it doesn't have large fossil fuel deposits or mountains and large rivers for hydro electric power it must depend on nuclear for 50% of its power supply.
