  1. There is no "certification" for service animals.

    You do need some kind of order from your Dr stating that you have a need for a service dog, and the dog needs to actually be trained to perform a task that assist you with your disability.

    There's no law stating that the dog must be trained thru a particular agency either.

    If do not need a service dog, and you just drag your dog into a store and label it as a service dog, you can be fined for fraud.

    Many families take in a dog to help socialize it as foster parents.they are also trained.

    Every single dog is temperament tested,goes through years of vigorous training to meet specific needs for a person in need.the waiting list is quite long.The person qualifying for the animal also undergoes training period with the animal.

    Many many dogs do not make the "cut" and are then on a waiting list for adoptive families wishing for a "pet".

    Certification is an absolute must.There are also programs under strict supervision used as therapy dogs, that may visit people in hospitals & elder care homes as well.

    The animals are ALWAYS checked on to make sure they too are being well cared for.

    this is a very serious program serving the blind,those who may have seizures or any number of needs requiring the assistance of a service animal.

    Service animals are always certified and there is always a shortage.

  3. YOU can't train a service dog, the dog has to be given to you for whatever medical issue you have. The certification MUST be legally signed and endorsed by whatever training center you have in Georgia.

    Here, its Kentucky's Pawsibilities Unleashed. If the document presented at entryways doesn't have the constantly updating stamp on it, the dog isn't allowed inside.

    Service dogs are ONLY given to people that need them. Therapy dogs aren't allowed where service dogs can go. Therapy dogs are only allowed in designated areas where they are working (hospitals, clinics, etc). They too need a certificate of authenticity.

  5. Yes, you need to do the training through a certified organization. You can do the training yourself though, through the organiztion. they will teach you how to do it properly.

    They will provide you with a bandanna or vest for your dog to show that he is a service dog.

    You can do the training all on your own but some people may put up a fight to keep your dog out of their place of business. With the vest or proof of the company they can't stop you.

    Though you still are not allowed to bring the dog into any places that involve food sales.

  6. Uh, yes?  Otherwise every moron who just wanted to bring Fluffy everywhere could do it.  You have to be a licensed service dog trainer and work with a service dog organization in order to train service dogs.

  7. First of all, laws on Service Dogs and laws on Service Dogs in Training are two different things.  There are also two different levels of laws: Federal and State.

    Only fully trained Service Dogs are covered under Federal Law and that is only when they are accompanying a person with a disability.  It is the PWD that has the rights, not the dog, not the trainer.  The dog MUST be fully trained including tasks to mitigate the individuals disability.  No service dogs need certification, doctor's notes, ID tags, vets, or harnesses in order to enter a building.  They do need to act appropriately and the handler can be asked if they are disabled and what tasks the dog is trained in to mitigate their disability.

    Anyone who fits the definition of disabled under the federal law and has a service dog trained under the definition of the Federal Law qualifies for admittance

    As for State Law, some states offer bonuses for service dog teams and trainers within their state.  Not all state laws cover every type of disability.  Some require certification.  Some do not.  Some states allow trainers public access rights.  Sometimes those are only certified program trainers, sometimes owner trainers qualify.  It varies, so know your state laws and don't expect them to be uniform to every other state.

    In Georgia, there are allowances for service dog trainers, but they are limited:

      (2) Every person engaged in the training of a guide dog or service

        dog for the purpose of accompanying a person as provided in

        paragraph (1) of this subsection shall have the same right to be

        accompanied by such dog being trained as the totally or partially

        blind person, deaf person, or physically disabled person has under

        paragraph (1) of this subsection, so long as such trainer is

        identified as an agent or employee of a school for seeing eye,

        hearing, service, or guide dogs.

    As you can see, there are limitations

    #1 Type of disability: Only dogs being trained for individuals with visual, hearing and physical disabilities.

    #2 The trainer must be affiliated with a recognized training school.

    So the short answer is that you have to be employed by a recognized school in order to have public access rights while training a service dog.
