  1. Most race tracks in order to preserve their turf courses for longer meets like to move their rail in and out so that the horses can run on grass and not on worn down patches of grass or hard ground.  This allows the area railed off to grow.

    The mentioning of "lane 3" or 26 feet out gives the public an idea of how much farther out the rail would be as compared to normal.  I don't have a website for you to consult, but that should give you an idea of why they do that.
