  1. Only in the front two seats as there are no other seat belts thus no passengers.

  2. It's not legal, but you'll only have a problem if you crash or get stopped by the cops. Better to buy a passenger van.

You can get a two year old 12 or 15 passenger van for about HALF the price of a new one.

  3. You cannot legally carry more passengers than you have seats with seat belts.

  4. Cargo vans can only carry two people ( front seats ) because they have seat belts.  Sounds like your trying to load up on taco makers from accros the boarder.  UMMM

  5. Yes, it is illegal. It's ok for one-time trips where you HAVE to go pick someone up (been there, done that), but you definitely should not buy one with the intent of carrying family members.

  6. If it has no seat beats then it is illegal to have people riding in the rear.

  7. it is more safe to have seatbelts

  8. If your passengers don't value their lives and you don't value their lives, sure.

In other word, not a good idea.
