    It all depends on the romanization system you use:

    Hepburn: tōkyō

    Kunreishiki: tôkyô

    Common use: tokyo (just dropping diacritics)

    Officially Japanese are taught to use Kunreishiki, but in common practice Hepburn is most commonly used, even in government publications.
