  3. This line of logic has nothing to do with the way the Constitution is being warped today.

B.  Jefferson was a strict constructionist and he didn't believe the federal government had the right to purchase land because it wasn't mentioned in the Constitution, and to do so would encroach on states' rights.  He also didn't believe the French really owned the land to begin with, but he was happy to pay them to cede their claim to the land.  It was a very good deal and would allow the nation to expand westward, which was thought very important at the time.
