Did you before have any Anti-Virus or Firewall installed? if so, this probably is some .bat file virus.

I seen it out before, people trick you into opening it. and it disables all of your firewalls, anti viruses, etc.

a .bat file is a MSDOS file ending with .bat.

.bat stands for "Batch".

you can interfere with a lot of things with .bat such as shuting down a computer remotely.

by using simple command authorities such as "shutdown -s  -t 10 -c "MessageHere"

this can be performed on "notepad", saving it as a "Namehere.bat"

Many things can be done with this command.

If this is it, its probably an easy to do. as i mentioned above, that is exactly what you do.

Unplug all of the plugs. wait 30 seconds. then plug them in again

now turn on your computer..

now, if you made a shortcut to restart and put it in the startup folder it will constantly restart. to fix this hold f8 at startup and choose safemode from the menu than delete the shortcut in the startup folder.

You don't say what anti virus you are using, but this sounds suspicious; it might be one of those fake anti-virus programs out there.
