  1. unpaid medical bills show as unpaid debt on your credit report.

All apt complexes make decisions based on your ability to pay AKA your credit report.

Medical bills don't show up as a defaulted debt but actually as a "public record" .

Not all Apt complexes have the same standards though, try another place.

  2. No it is not illegal, having high medical bills is a sign that you may be in financial hardship and unable to pay your rent.   Each building will have it's own policy.   My advice would be to find another place.

  3. Apparently, this is on your credit report?  Each apartment has its own guidelines they go by.  As you stated, there limit is 1500.  So, if you want this apartment that bad, pay 500 to get it to that limit.

In regards to your friend, evidently, his apartment has different guidelines.

  4. No.  Excessive debt makes for a greater risk for the landlord.   Most landlords run credit checks these days and their is nothing wrong with that.  The amount of risk that a landlord finds tolerable will vary with each landlord, and the amount of debt that creates the risk will vary by income.
