In pokemon diamond, which move lowers the foes speed, and which pokemon know it? Where can I find them?

First off all, if the Pokémon keeps running, or you run from the Pokémon, its speed goes back to normal.

Second, if the Pokémon runs and you encounter the same one again, its always a different Pokémon.

Third, many Pokémon actually learn moves that lower speed. The most notable one is Thunder Wave (it lowers speed to the maximum effect and also causes the Pokémon to NOT attack once in a while). Here are lists of Pokémon that learn speed-decreasing moves:

Umm... If you want to catch a Mesprit, why would you want to lower its speed? All you have to do is TRAP it. You can trap it by having a Wobbuffet (which has the ability, Shadow Tag, which prevents the Pokémon from fleeing). Even though Dugtrio has a similar ability, you can't trap it since it doesn't affect Levitaters. You can get a Pokémon that knows Block or Mean Look (prevents the Pokémon from fleeing), but I'm not sure if Mesprit flees before you even attack.

I think you have to be faster than Mesprit so that you can attack with these moves.

you can use string shot to lower its speed you can use any lvl because it lowers it the same for every lvl
