In pokemon emerald can u catch rayquaza kyogre and groundon?

Yes my friend has the game and he caught them all.  Im pretty sure they are all at level 70

i had them all until i traded them til my dimond

theyre all level 70

you can only catch kyogre and groudon once you ve beaten the elite four you have to go to the weather institute and talk to the guy at the second floor

he will either say there is heavy rainfall or a drought in some route

go to that route in the ocean routes[kyogre] you have to use dive

And for Groudon there is a cave

on the floor

rayquaza you catch him after groudon and kyogre fight

pretty much before the elite four

and rite before too

Yes you can. You can catch Rayquaza at the Spear Pillar after everything is setteled in Sootapolles City. You have to beat the Pokemon League to catch Kyogre & Groundon. You can find them in Marine cave!
