Your Pokemon should be higher level considering your all the way in Mossdeep city...4/10

Liza and Tate (the gym leaders) have 4 pokemon they battle 2 vs 2

Here are their pokemon:

Xatu LV41 Psychic-Flying

Lunatone LV42 Rock-Psychic

Solrock LV42 Rock-Psychic

Claydol LV41 Psychic-Ground

Since they use Psychic pokemon i suggest to use Dark type moves (that Sharpedo's Crunch attack might come in handy)

But Lunatone, Solrock, and Claydol will also have a disadvantages Against water Pokemon and grass Pokemon (which you have)

I suggest to level up your Pokemon before heading there especially that Tropius and Wailmer since they will help tons in the battle with their awesome abilities.

If your planning to use one Pokemon to take them head on you can use your other Pokemon to revive it if it faints.

Don't give up and good luck at beating those two :D

PS. A good training spot would be Team Magma's hideout since is full of ground, rock, and fire type Pokemon, they give a good amount of exp from 331 to 690
